Videos are choppy

I reinstalled OMD! today and encountered a problem I didn't experience when I first played the game four years ago.  The video before the first campaign map was very choppy, both video and audio.  According to Steam's in-game overlay, the video playback is at 24 FPS.  I don't know if that's expected or not.

I recorded a video to make it easier to understand what I'm experiencing.

I attempted to solve the problem myself by...
Turning off the in-game VSync and using Adaptive VSync from the NVIDIA driver.
Verified the game cache integrity via Steam's UI.
Rebooted my system.

Does anyone know what the problem is and how to solve it?  Please let me know.

Here are the driver tweaks I made for the game:
  • SLI rendering mode: Force alternate frame rendering 1
  • Triple buffering: On
  • Vertical sync: Adaptive

Here are the in-game settings I'm using:
  • Gore: On
  • Sound Volume: ~3/4
  • Music Volume : Lowest
  • Resolution: 1920x1080
  • VSync: Off
  • Graphical Detail: High Quality MSAA 8x
